On the 76th anniversary of the martyrdom of Bhagat Singh 'Revolutionary Democracy' has put up on its newly opened Archival Material section 5 letters of Bhagat Singh which we have received from Comrade Chaman Lal of JNU.

Long Live the Memory of Comrade Bhagat Singh !
What is reservation and Quota? These constitutional provisions have become best tools for the ruling Classes to accommodate all kinds of Bastards and demoralise the actual worthy and potential Dalit tribal elements!Where happen to be all those quota politicians , the SC, ST MPs and MLAs when a Nandigram is crushed? All SC, ST, BC, OBC so called representatives are picked and sponsered by the Ruling Classes. Hence they pose well as DUMB, DEAF and Blind! This is Polity Indian!Gandhi boasted dalits are integral part of Hindutva. Gandhi denied separate existence of Underclasses in India.Gandhi launched Anti Untenability Front later known as Hrijan sevak sangh to alienate the dalits from tribals, BC and OBC and minorities and from Shudras.Gandhi never recognised dalits as Shudras!Gandhi always saved the interests of Brahmins, Zamindars and Capitalists. He posed as Mahatma as India happens to be a country of small and big Gods and Religion happens to be the ultimate opium! Vaidiki Rituals is the gist of Gandhism. The Brahmin Ideologues and some Shudra followers and In- Laws well known for their sympathy with Sangh Parivar have come out with SEZ weapon to kill Communism in India and Indian Gorbachev oblige!
But the Polity and Economy , Society and Culture, Languages and Nationalities are all about Cricket. Screaming Headlines in Print Media and violent News Breaks on TV screen expose what is Cricket all about all over the sub continent!
It is Post Modern Manusmriti authored by Brahminical Imperialist, Zionist Global Order that the underclasses have to be deprived of their mother languages! Since English is out of their purchasing reach and the IT also, thus the Shudrayan continues well. The Ashwa Medh reborn!
Let all Indian languages whither away. Let all Indians speak English by 2060. Let this happen and India will be a better nation, feels Dalit activist But, that will not make non-English speaking Brahmins fall below the untouchables in Indian society. Dalits have a double disadvantage, that's my point. I think acceptance of the supremacy of English is a grim reality. It's not a wrong thing to do.Even when a passerby on Indian roads overhears someone speaking in English he respects him more than other guys. This recognition will help in nation building.
Let all Indian languages whither away and let all Indians speak English by 2060 or so. Many of the regional problems will disappear. The fights between Kannada and Telugu or Tamil will be solved. India will be a better nation.Something good about your identity, community and culture will also vanish by abandoning your language.

It is Inherent Injustice fielded against Killing Instinct Of God Indra! It is Ramchandra who failed to kill the Ravan this time as there is no Hanuman or Bibhisan. Hanuman has crossed the fence and bibhisan is in the Indian camp itself.
Party stands by Buddha, gets restive allies to fall in line.Criminal of Marichjhapi stands by the Murderer of Nandigram!
Shambuk has to be killed as no one should dare to violate the Vaidik Aryan dominance.
India may further open markets to LDCs in SAARC and commerce Minister of India Shameless corporate agent Kamalnath speaks out SEZ policy must not be mixed up with land issue even after Kalinganagr and Nandigram massacre. Non Cong Gandhians and Lohiates are out of den with all the traditional venom against Ideology communism! Rotten Gandhiism is in back gear! Was Gandhi a Mahatma at all? did not he force Ambedkar for Poona Pact? Did not he accepted all Muslim League demands bargaining with cast Hindu Brahminical interests to deprive Indian underclasses of their legitimate human and civil rights?
Guru Greg Chappel must be replaced with Railway Minister Laloo Prasad Yada to enrail the derailed Team Inida train captured by Globalisation! Some one should be there to manage and address the open market oriented Indian Cricket. The events in Nandigram, starting from the January 3 incident have been the subject of a heated controversy. A feature of this political tussle has been the concerted attempt to attack the Communist Party of India-Marxist on the grounds that it is taking an anti-peasant stance in favour of big companies. It is accused of using the police for this purpose.
The March 14 incidents when the police entered Nandigram and police firing took place have led to protests in West Bengal and in other parts of the country. At the national level, the Bharatiya Janata Party and its allies have focussed on this incident. Parliament was disrupted for five successive days. The BJP and the Trinamul Congress have demanded the imposition of Article 356 in West Bengal. Some other opposition groups have demanded the removal of Chief Minister Buddhabeb Bhattacharya.
It is essential to understand what happened in Nandigram and what are the issues involved. First of all, it must be clear that the police action in Nandigram was not for any land acquisition. It is true that the West Bengal government had considered certain areas within Nandigram for the proposed chemical hub to be set-up as a Special Economic Zone. This was under the consideration of the state government. There was no notification for land acquisition by the authorities at any stage. There was a notice by the Haldia Development Authority for public information regarding the likely location of the project. It is this notice which set off protests by people in Nandigram Block I.Read More:http://www.rediff.com/news/2007/mar/23karat.htm Read this article also:Nandigram villagers cope with dispossession
Monideepa BanerjieSaturday, March 24, 2007 (Nandigram)It's been more than a week since 14 people died in the clash between Nandigram villagers and the police, and life is not even beginning to limp back to normal.
Instead, what is dawning on the people on both sides of the battleline, the CPM and the Bhoomi Uchched Pratirodh Committee, is that they are all dispossessed.
Almost three months ago, as tension spiralled over rumours of land acquisition for an SEZ, they were driven out of their homes at Sonachura and half a dozen other villages by the Bhoomi Uchched Pratirodh Committee. Read More:http://www.ndtv.com/convergence/ndtv/story.aspx?id=NEWEN20070006803

You may also recall that since early January the area is in turmoil. To be more precise, on January 2nd, the Haldia Development Authority (HAD) had issued a preliminary notice indicating a plan to acquire about 14,500 acres of land of 27 moujas ofNandigram-1 block and 2 moujas of Khejuri-2 block. It had also been announced that the land of Nandigram block would be acquired shortly since the Salim Group would build a mega Chemical Hub (10,000 acres) and another industrialist group of Pawan Ruia would set up a Shipbuilding and repairing unit (2500 acres) there. The rest of the land (2000 acres) would be used for disposal of alluvium dredged from the river bed of Haldia Port. The list of earmarked moujas was sent to the concerned Gram Panchayats. The notice mentioned the names of total 29 moujas at the Nandigram-1 and Khejuri-2 blocks that had primarily been shortlisted for the Salim-promoted chemical hub which included 5 Gram Panchayats in Nandigram -1 block namely 10 No. Sonachura, 9 No. Kalicharanpur, 3 No. Kendemari, 2 No. Muhammadpur and 1 No. Vekutia and Khejuri GP in Khejuri-2 Block. This notice, to use a rather cliched expression, set a cat among the pigeons. There was large scale disquiet amongst the local people. It set off a series of violent clashes since January 3 between the villagers and the State administration and also between sections of villagers. This culminated in bloody and murderous violence on January 7 between villagers determined not to part with their lands and the followers of the CPIM supporting the threatened move of the State government. While there are conflicting reports about the violence, the fact that human lives were lost is irrefutable. The active and personal involvement of Shri Lakshman Seth, the CPIM MP from Haldia, who is also the Chairman of the HDA, was also widely alleged.
Be that as it may, as a consequence the State government issued a clarification subsequently that the said notice had been wrongly issued without proper authority and land acquisition for the chemical hub would be put on hold for the time being. But, as it appears the State government and its leaders enjoyed little credibility amongst the villagers. It’d be pertinent to recall that in the wake of the January 7 violence allegedly between the armed supporters of the CPIM coming from either outside or from the temporary camps, where they had shifted to and taken shelter since January 3 consequent upon earlier clashes, surrounding the area; a senior Polit Bureau member of the CPIM and also a Rajya Sabha MP from west Bengal categorically denied the very existence of the HAD notification and branded such report as mischievous rumour mongering. It is, however, quite another matter that the Chief Minster, belonging to his party, had to admit otherwise. Consequently the villagers cut all the roads connecting to the outside world off keeping provisions for only temporary and removable bridges in anticipation of large scale invasions from outside. All attempts by the State administration to convince the villagers of its pious intentions failed to cut any ice with them. It would also be pertinent to mention here that Nandigram is just not an isolated stand-alone case. A running battle between the State and the CPIM on the one hand and (at least some) villagers in Singur in neighbouring Hooghly district where land to the tune of a thousand acres has been acquired by the State, with active collaboration of the party apparatus, on behalf of the Tata Motors is very much on. There are also similar other proposals in the pipeline. All these taken together perhaps explain the complete lack of faith of the villagers in any assurance of the State government. On march 14, a police campaign of huge proportions was carried out to occupy and re-take Nandigram. The official figure of casualties hovers around 15. Other sources estimate over hundred. Given the demographic pattern, most of the victims are understandably either Dalits or Muslims. There are also widespread allegations that the police in collaboration have dumped a large number of dead bodies in water bodies with the CPIM cadres. There are also allegations of gang rapes and beastly sexual assaults.TV footages reportedly exist showing bodies being fished out of water apart from some police actions though entry of the journalists had reportedly been by and large blocked during the campaign and also thereafter till the Honourable High Court intervened. That such an operation is going to be carried out had already been predicted by a section of the media. It has also been reported that an intelligence report apprehending broad-based vigorous resistance and consequent large-scale bloodshed was deliberately ignored. There also reports that maximum violence has been resorted to in preference over other routine alternatives.Under the circumstances, even the Honourable Calcutta High Court had to adversely comment on the ferocious operations carried out by the State against its own people and has ordered a CBI probe.
While the CBI probe has played and would play a useful role in crying an immediate halt to any large-scale ongoing violence against the local people, it is simply inadequate given the seriousness of the situation. We would therefore earnestly request you to immediately send a team of your own to make an on-the-spot survey and also take up the issue with appropriate quarters, not excluding the Supreme Court of India, to immediately institute a judicial enquiry conducted by a serving judge or judges, nominated either by the Chief Justice of the India or the High Court of Kolkata. Any enquiry by a retired judge nominated by the State government, if at all, would largely defeat the purpose for very obvious reasons. You are also urged to ensure that the culprits – the perpetrators of violence, are brought to book in the shortest possible time, and the affected people are provided immediate relief and also reparation. Not only those directly engaged, the planners and conspirators must be identified and be made pay for their sins. This is the most minimum that has got to be done so that the common people keep faith in the system and are not encouraged to take law in their own hands in their own desperate, and maybe mindless, ways. Sincerely yoursSukla SenEKTA (Committee for Communal Amity)Mumbai

What is my identity? What is worth preserving in us? See, after we unveiled the goddess of English, critics said that the English-speaking Dalits will get distanced from the traditional knowledge system. I want to say clearly that the entire fight of the Dalit movement is to somehow get rid of the traditional knowledge system and occupation.
Like, the dhobis (washermen) of India have profound and exceptional knowledge of creating detergents from the dung of donkeys. It's a complicated process. Do you think those Dalits enjoy making detergent from dung? I want to tell these people -- who are against us in our endeavour to know English -- let us exchange our knowledge system.
You give us teaching jobs and other decent jobs and you take the knowledge of donkey dung. Without any training, without going to school or colleges or without learning from skilled teachers, Dalits can skin a dead cow in an hour without messing up or cutting various parts of the body. It is (skinning of dead animals) a real art acquired with profound knowledge of the body science of animals.
We want to gift our talent to other castes. You require exceptional level of human patience if you collect human shit in your bare hands and don't vomit. Dalits have been doing it for ages. Please take this knowledge immediately and allow us to go to CSDS (Centre for the Study of Developing Societies)!
Alok Rai, the Hindi legend Premchand's grandson, has also protested against Dalits abandoning ethnic languages. He is a professor of English at Delhi University. He has a dog named Rocky. He talks to his dog only in English. Even his dog understands English and he doesn't want Dalits to know English. What hypocrisy!
Don't you agree that Indian languages have their own beauty and are reflecting Indian ethos and culture? What will happen to it once the whole of India abandons ethnic languages?
Those in India today who are considered advanced are generally those who have distanced themselves from their traditions and culture. They know that Western societies are a cradle of modern civilisation, technology and science. Indians should adopt Western society's idea of equality, modern science and knowledge.

With Afghanistan set to join SAARC as the eighth member, India is likely to announce relaxation of imports from least developed countries of South Asia by cutting duties and reducing negative and sensitive lists at the Summit of the regional grouping next month. The relaxation will also benefit Bangladesh, Nepal Maldives and Bhutan, sources said. The decision to extend increased market access to LDCs in South Asia would soon be taken by the Prime Minister's office in consultations with ministries of external affairs, commerce, agriculture and finance.Since the European Union and the US would be present as observers at the Summit next month, the gesture would send a positive message about India's commitment to reach out to LDCs in its neighbourhood. India is also preparing a similar package for a wider group of LDCs under the WTO.According to sources, it would also bring pressure on Pakistan, which has not opened up its market for India violating SAFTA that came into effect last year.

Under the SAFTA, the three non-LDC members - India, Sri Lanka and Pakistan - are required to bring their duties to less than five per cent in three years. "India could advance this date unilaterally," sources said. While this package would bring goodwill to the country, it would not effect economic interests as India's $7 billion trade with SAARC is a small percentage of its global merchandise trade of over $300 billion.Pakistan's refusal to open up its markets for India under the trade agreement is likely to figure at the SAARC Summit. Unlike other members, Pakistan allows concessional imports from India of only 1,075 items and everything else is closed for exporters here.
A new genetic study of ethnic communities and population groups in India has debunked the theory that the caste system came with the Aryans.Biologist Kumarasamy Thangaraj finds himself treading the turf of historians. A scientist at the Centre for Cellular and Molecular Biology (CCMB) in Hyderabad, Thangaraj has been using genetic material from ethnic and caste communities from across India to piece together the social and migratory history of its people. The findings, as he is discovering for himself, may at times be revelatory and at times provocative enough to stir a debate. Thangaraj’s latest study has bolstered genetic evidence to support an alternative theory for the origins of India’s ancient, controversial and enduring caste system that hasn’t quite seeped into popular notions of caste origins yet.
It’s an idea thrown up more than 45 years ago by Damodar Dharmananda Kosambi, a Harvard-educated Indian mathematician who was, again, not a trained historian.
Conventional ideas fashioned by history lessons have linked the caste system to the period of the Aryans who began to arrive in the subcontinent from central Asia only after 1500 BC. But research by Thangaraj and his colleagues now suggests that the caste system may have roots that go much further back in time — several thousands of years before the arrival of the central Asians.
What does it mean?
The new study, which compared selected genetic sequences from members of different caste groups in the country, suggests that the caste system may have emerged some 8,000 years ago. “Maybe it was a response to a shift in the way of life — from hunting-gathering to rudimentary farming and the establishment of the first settlements,” says Thangaraj, a geneticist speculating ancient events. But a bit of scientific speculation backed by genetic studies may be excused because what prompted ancient Indians to introduce sharply defined hierarchical divisions within their society remains unknown. “The origins of the caste system — like many other things in history — remain a mystery,” says Lalji Singh, director of CCMB who leads a team trying to discover history through genes. For deoxyribonucleic acid (DNA) sequences can tell tales of the past.
Researchers have been focusing on segments of the Y-chromosome — acquired only from fathers — as well as mitochondrial DNA — inherited only from mothers. Over hundreds and thousands of years, mutations — subtle alterations in the genetic sequences — build up and tend to cluster within communities that are either geographically or genetically separated. By comparing genetic sequences from individuals from different communities, scientists can build a complex ‘family tree’ of human communities and tell how closely related certain ethnic groups or communities are to each other. The post modren theory of Indian Caste system is catered thus!Anthropologists believe that today’s tribal communities of India are the descendants of the earliest immigrants from Africa 45,000 years agoThe CCMB team is among groups of scientists in India, Europe and the US racing to unearth the past through population genetics because India’s human family tree is widely expected to be complex as well as rewarding. The high diversity of ethnic communities and population groups in India is the result of multiple waves of human migrations over thousands of years.
“Population genetics in India is expected to provide insights not just into our own history, but also the history of early modern humans,” says Singh. A CCMB team led by Thangaraj and Singh last year used DNA studies to show that two tribes in the Andamans — the Onges and the Great Andamanese — are the direct descendants of the earliest modern humans who moved out of Africa about 70,000 years ago.
Some genetic studies suggest that modern humans on their march out of Africa had arrived in India about 45,000 years ago. Anthropologists have long believed that today’s tribal communities of India, particularly those in central and southern India, may be the descendants of these earliest migrations into India. However, the influx continued even after that first entry of modern humans. Archaeological and linguistic evidence suggests that people who spoke a language that preceded the Dravidian language arrived about 9,000 years ago. The Indo-Europeans, or Aryans, arrived about 3,500 years ago.
The first major insight into how genetic studies may help decipher caste origins came in 2001 when Michael Bamshad, a University of Utah researcher, and his colleagues in the US and India showed that the Indo-Europeans who arrived in India about 3,500 years ago selectively inserted themselves into high ranking positions in India’s caste system.
The study revealed significantly differing proportions of Eurasian genes in people belonging to high-ranking and low-ranking castes in India. Their results indicated that upper castes are genetically closer to Europeans, while the lower castes are more similar to Asians.
SEZ dharna, Tikait gets call from PMOExpress News ServicePosted online: Thursday, March 22, 2007 at 0000 hrs Print EmailNEW DELHI, MARCH 21: The UPA government was reaching out to Bharatiya Kisan Union leader Mahendra Singh Tikait as it met the kisan leader who was camping in the capital to demand scrapping of the Special Economic Zone Law of 2005 calling it an “undemocratic way of making use of farmers’ land for industrialistion”.On Wednesday evening, Tikait held an exhaustive meeting at the PMO, shortly before the UPA dinner, along with members of the Indian Coordination Committee of Farmers Movement (ICCFM) who say the SEZ law will only benefit big companies while fertile farmland will be acquired at throwaway prices. The farmers movement also held a demonstration in this connection on Wednesday.
The farmers have asked the UPA government to stop farmers’ suicides by waiving their loans. They also asked agriculture to be kept outside the purview of world trade. They asked the government to keep a tab on prices and to stop commercialisation of agriculture. The coordination committee wants the government to scrap the Indo-US pact on Agriculture and Seed Bill, 2005 as well.
The meeting in the PMO came against the backdrop of efforts to rope in the kisan leader using his base in Western Uttar Pradesh to help the Congress in the coming Assembly polls. Other members of the coordination committee are Yudhvir Singh, Sardar Gumnaam Singh and Ajmer Singh Lakhowal.Manmohan Singh & Co. secretly working for victory of BJP ?Bangalore: The ruling class may think it is only the Dalit Voice that is carrying on a campaign against them and deliberately maligning them. No. A famous member of their own class, Dr. P.C. Alexander, a top Syrian Christian leader from Kerala and now a member of Rajya Sabha, is also of the same opinion.A most disturbing feature of the growth of the Indian economy is that the benefits of growth have so far been confined to the top and upper middle class sections, leaving the lower middle classes and the poor practically untouched. (Asian Age, Feb.8, 2007).
Ahluwalia’s World Bank connection: “High born” people like Alexander do not talk of “caste” because they do not know it as they have never suffered caste-based discrimination. But when he says “top and upper middle class” what he means is the top 15% of the country constituting its Brahminical order.
The leadership of all political parties know the truth because they are close to the people but the “India shining” media gives no value to their opinion. They go by the opinion of people like Montek Singh Ahluwalia who has nothing to do with the people. He need not answer the people.
But he has to answer to his boss, the World Bank which is controlled by the zionists. The Asian Age (Feb.2, 2007) has exposed his WB connections and the conflict of interest it creates. He is caught red-handed. But he will be protected by his boss.
The zionist interest in India is to promote the Brahminical order, its Indian counterpart, and weaken the over 85% indigenous havenots. Ahluwalia has been assigned this job and he has been faithfully doing it.

Freedom!

Freedom!

Palash Biswas

Nation on Friday paid homage to Bhagat Singh, Sukhdev and Rajguru on their 76th Martyrdom Day. What freedom have we acieved ? Tolerating all the nonsense, the rotten system, it is not a tribute, but in fact Insult to Martyrdom itself as the Nation faces Genocides of masses and Untouchablity sustained with Vaidiki rituals!
Golabalisation is Post modern Manusmriti and this is why, despite industrialisation and urbanisation, IT, mobile 4G technology, computor and internet, the Caste System gets stronger!
Ninety percent top policy making posts are occupied by the ruling Brahmins!Despite Voting Rights the masses in India, the underclasses, the dalits and minorities have no political representation!Money power and Cast system have the ultimate say in Polity , Economy and Society!
Communist Party was formed by the Hindu Zamindar Brhmins to stop any Revolution in India following Russian and chinese line! Now the Left in India has ensured well that there won`t be any revolution. Buddhadev has not committed a crime to follow the capitalist way of development as we examine all the cases of Brahminical betrayals from Telengana to Naxalbari.
Congress had to get the Statepower from the British to make the Brahmins dominating. Reservation and quota policy were adopted to appease the underclasses. The Dalits got some insignificant percent of govt jobs but the Dalit movement was undermined fainally. That reservation has become the bone of contention now and globalisation with disinvestment and privatisation have made the constitutional reservation irrelevent. Now the Ruling Brahmins are trying their best to abolish Reservation.
They have not got the political power despite the share of power in some states as bargained for sleeping with the Caste Enemies. Mayabati fields mostly Brahmins to get power back. Is this the way for Social Change?Social Justice and Equality are the terms which actually means inherent Injustice and inequality!Yes, we have got Freedom to be enslaved! We have got Freedom to be Killed! We have got Freedom to be Raped!

Basu rubbishes news of Buddha removal.Nandigram fallout: Bengal CM holds high-level meet.Meanwhile, The West Bengal government has provided ‘Z-plus’ security to Tata Motors’ small car project site at Singur in Hooghly district following a blast and the recovery of explosives near its boundary wall on Sunday.Police fear Maoists may try to attack the site.Officers from the bomb disposal squad of the Crime Investigation Department have been deputed at the site along with regular police personnel. The bomb squad will comb the site regularly with metal detectors. They will also get two sniffer dogs. Communist patriarch Jyoti Basu on Friday termed as absurd the speculation over removal of Buddhadeb Bhattacharya as Chief Minister of West Bengal in the aftermath of the March 14, 2007 Nandigram killings and the groundswell of protests demanding his resignation. In the wake of the massive outcry against the West Bengal government over the police firing in Nandigram, Chief Minister Buddhadeb Bhattacharjee on Friday held a meeting with top administrative and police officials to review the overall situation. The state government's stand on land acquisition for industries and the Nandigram police firing on March 14 is understood to have figured at the meeting. There was no official briefing. Refusing to divulge what transpired at the meeting, Home Secretary P R Roy said, "Why should I disclose it to the media?"
Besides the home secretary, the meeting, was attended by Chief Secretary A K Deb, DGP A B Vohra, IGP (Law and Order) Raj Kanojia, ADG (CID) Sujit Sarkar, SP (Hooghly district) S Sarkar and Industry Secretary Sabyasachi Sen.
"This is an absurd news (of Buddhadeb's removal). There has been no such talk in the party, neither has the Chief Minister expressed his desire to step down," Basu told reporters while emerging from the Communist Party of India-Marxist (CPI-M) office at Alimuddin Street.
"If there were wrongs done by the cops that day it would be probed and action taken," Basu said.

The former Chief Minister also questioned the jurisdiction of the Calcutta High Court in ordering a Central Bureau of Investigation (CBI) inquiry into the Nandigram mayhem.
"The Supreme Court should review if the high court has such power," Basu said amid widespread speculation that the CBI report on Nandigram submitted to the court contained anomalies on the police version of the firing that killed 14 villagers and left several others injured and homeless. Some women were reportedly raped.
The court would start hearing of CBI report on Monday.
The CBI team had last week recovered a huge cache of arms and ammunition and arrested 10 suspected CPI-M men from Khejuri, adjacent to Nandigram.
Prakash Karat, CPI-M general secretary, had met Jyoti Basu at his Salt Lake residence to discuss the Nandigram fallout. He had ruled out the possibility of removing Bhattacharya as Chief Minister.
Bowing to pressure from its constituents, the CPI-M-led Left Front government in West Bengal ordered withdrawal of police from Nandigram in phases and scrapping of the proposal to establish special economic zones by taking over farmland.
Meanwhile, the West Bengal assembly continued to witness noisy scenes as Trinamool Congress legislators protested the Nandigram incident.
On the other hand,CPI(M )stands against piecemeal changes in SEZ policy.
The UPA government on Friday came under fresh attack from ally CPI(M) for amending the SEZ rules as it demanded a stop to "piecemeal changes" in the act while the group of ministers was reviewing the overall policy. The party slammed the changes made in the SEZ rules by the Commerce Ministry last week, saying it goes against the suggestions given by the four Left parties, which support the Congress-led government at the Centre, on the issue.
One of the changes allow the developers to acquire more land in contiguous areas while the other seeks to continue with the tax concessions for the contractors working for the private SEZ developers, it said. "This would mean that the scope of the SEZ can be expanded beyond the initial approval. This goes against the suggestion given by the Left parties that a ceiling should be fixed for the size of the SEZ," it said in a statement.
The party also slammed the decision to continue with the tax concessions for the contractors.
The overall SEZ policy and the changes required in the Act and rules are being considered by the group of ministers. While this exercise has not been completed, it is surprising that the Ministry of Commerce has made certain amendments to the SEZ rules, it said.
"The empowered group of ministers must finalise their report and only then the required changes should be put in place," it said and asked the government not to make piecemeal changes in the SEZ rules. Blood on the soilBY BARKHA DUTT
23 March 2007

THE images of the bloodbath at Nandigram are haunting — a young woman's dead body being rolled off a rickety vegetable cart, her green sari soaked in blood; an old man's head draped in bloody bandages, his arm outstretched for help that never came; a policeman mercilessly thrashing an unarmed villager. This looked like a one-sided battle.
But the grim emotional dimension to the West Bengal violence does not necessarily help in answering the questions at the heart of the debate. Is this Brand Buddha's fall from grace? How much of the trouble is because of the chief minister's own bungling and how much of it is him being offered up at the guillotine by rivals within his own party? And most importantly, which side does the conflict between farms and factories leave you and me on? Does this herald the end of India's much-hyped SEZ scheme? And more to the point, should it? http://www.khaleejtimes.com/DisplayArticleNew.asp?xfile=data/opinion/2007/March/opinion_March76.xml§ion=opinion&col=Pl read these stories, too!Kanika Datta: Communists fail in communication Business StandardBrand Buddha gets a pat from Karat Daily News & AnalysisSEZ, lies and massacres Economic TimesFinancial Express.bd - Socialistworker.co.ukall 24 news articles »

Peoples' Memorandum to the G33 Ministerial meeting in Jakarta:
Now is the time for Food Sovereignty
20th March 2007

We, representatives of peasant organisations, social movements and civil society organisations from across the world welcome the trade ministers from the Group of 33 to Indonesia. We recognise the importance of the G33 meeting at this juncture when the developing countries are under significant pressure to reduce their tariffs and allow more "market access" to agricultural products from the US and EU. We recognize that your efforts to resist this pressure and to gain meaningful special and differential treatment in the Doha round of WTO negotiations are important, however we would like to raise some vital issues and demands.

FARMERS DEVASTATED BY LIBERALISATION

Liberalisation of the agriculture sector under structural adjustment programmes and the Uruguay round of commitments has devastated millions of farmers throughout the developing world. The incidence of farmer suicides in India and other developing countries has shown an alarming increase and the deepening economic and social crisis in the rural sector is largely the result of liberalisation polices. Rural unemployment has increased as subsidised agricultural imports flood into developing countries. The agrarian distress has reached serious proportions and have left millions of farmers starving and landless. Countries who used to be able to feed their people have become dependent to giant global corporations, who are the main beneficiaries of the liberalisation and market opening that has taken place under the Agreement on Agriculture. A "development" outcome that meets the needs of small and marginal farmers is impossible within the WTO framework.

WTO IS ANTI FARMER AND ANTI DEVELOPMENT

The WTO is inherently anti-development. Studies by the World Bank and the Carnegie Endowment for International Peace show that the gains to developing countries from the conclusion of the Doha Round are either minimal or non-existent. Projections of the gains from a "likely Doha scenario" show that just $16 billion out of $96 billion would go to developing countries. Adjusting for Special and Sensitive Products in agriculture, developing country gains come to just $ 6.7 billion (to be shared between 110 developing countries) out of a total of $ 38.4 billion. These are the figures; the human cost is millions of lost livelihoods. The full statement can be read at www.nyeleni2007.orgIf you would like to endorse this statement, please send us an email by tomorrow, March 21, 10am Jakarta time (which is at 11pm US Eastern Time).

Focus on the Global South

To,Shri Montek Singh Ahluwalia,Deputy Chairman, Planning Commission,Government of India.
Dear Shri Ahluwalia
We are shocked to learn that noted senior activistsfrom many organisations across India including MedhaPatkar, as well as poor people from different states, who came to meet you on World Water Day weremanhandled and arrested at your office building. Asyou know, the work that the Planning Commission has anenormous effect on millions of people of India and theaffected people have a right to meet you and talkabout their concerns.
The police and the Rapid Action Force used excessiveforce on the peaceful protestors including many women, and today we received news that all the 63 people havebeen remanded to judicial custody for 15 days. Thispolice and legal action is completelydisproportionate, and if the cases are not withdrawn,we are forced to conclude that the government wants todivert attention so that it can avoid listening to thepeople.
Thousands of people and activists have come from manystates across India since March 19th, as part ofAction 2007 program, to draw the attention of thegovernment to the enormous problems being faced bythem. They have been holding a Jan Sansad (People'sParliament) from March 20-24 at Jantar Mantar withsessions focused on the burning issues affecting them. For each session, invitations have been issued to theMinisters and Secretaries of concerned ministries sothat they have the opportunity to hear the peoplesproblems and respond to them. However, apart from oneexception, no representative of the government hasshown up to hear the people.
Therefore the people themselves were forced to come tothe government offices to have a dialogue and conveytheir demands. In this context, if all the governmentcan do is impose police force on the citizens and takeexcessive legal action, then it sends out a message toIndian citizens that the government is not interestedin peaceful methods of engaging with its citizens.
We request you to take immediate action to ensure that(a) all those arrested should be released immediately,(b) the cases against them withdrawn and (c) adialogue be held by you with them on issues ofnational concern that they had come to present to you.
Sincerely, Palash Biswas,Kolkata

The group includingactivist Medha Patkar were having a symbolic protestagainst the privatisation and appropriation of waterresources (by large dams, coke and pepsi bottlingplants and other unsustainable forms of development) leading to deprivation and water scarcity faced by alarge population in the country on World Water Day.
The police and Rapid Action Force did not allow theactivists to take an appointment with the Deputy Chairof Planning Commission and arrested the activistswhile waiting in the compound of the Yojana Bhavan(Planning Commission office). While arresting, unnecessary force was used and many of the activistswere manhandled and many women activists were manhandled/attacked by menpolice. In spite of the fact that this was anon-violent protest, Rapid Action Force was deployedto arrest the activists, and they used such excessiveforce, tearing clothes of some of the women activists.
The activists were then taken to the Parliament StreetPolice station and were asked to sign blank arrestmemos. There were procedural delays and only after 9pm were they presented to the judicial magistrate whowas called to the police station itself.
The magistrate has remanded all of them to judicialcustody for 15 days until April 5th. This iscompletely disproportionate and excessive police andlegal action against peaceful protestors who went tohave a dialogue with the Planning Commission memberson World Water Day!

SEZ policy to stay: PM
Making it clear that the SEZ policy has come to stay in the country, Prime Minister Manmohan Singh on Friday said a humane and just policy on the resettlement of land oustees was being formulated by the government.
"SEZ as an instrument of economic policy has come to stay. But in the process of implementation, we have been exposed to certain problems which cannot be dismissed. It is the strength of our democracy," he said when asked whether the government was planning to overhaul the SEZ policy. The Prime Minister was replying to questions after his speech at the India Today Conclave here.
He said "if we find there are some flaws in our policy, we can set in motion a mechanism to redress those gaps in our policy".
Asserting that "a more humane, more effective and a more just policy" with regard to the resettlement of land oustees was in the process of being formulated, Singh said pending that, there was some delay in going ahead with the announced policy of the government on SEZ.
"I do believe that we should address these concerns if we want the policy to succeed in the long run," he said.

What would happen if India loses Sanjay Rajan March 23, 2007 13:00 ISTIf India fail to reach the Super Eights stage of the World Cup, analysts and businesses have already started to weigh up what the impact would be in the cricket-crazy nation. The 1983 winners need to beat formidable Sri Lanka in the final Group B match on Friday to stay in contention for one of the two berths.http://www.rediff.com/wc2007/2007/mar/23loss.htm

The sovereignty of the nation state is under pressure from all sides, undermined from below by "nationalistic" forces in the form of ethnic or other groups asserting their desire for autonomy and pressured from above through participation in treaties, international organizations, and other transnational structures necessary for dealing with urgent global problems but that also impinge on a nation's independent decision-making power. Forces of economic globalization both in trade and capital, also exert pressure, driven forward by the collective actions of transnational business, investors, and the governments of the major trading powers, but still immune to control or even direction by the publics most affected. Structurally, the state is at the same time both too large and too small to solve modem problems.
SEZ yes, but farmers consent must: Deshmukh In the wake of farmers' protest over land acquisition for special economic zone, Maharashtra Chief Minister Vilasrao Deshmukh on Friday assured the state Legislative Council that his government would not interfere in the process and "nothing will proceed until farmers are satisfied."
"Both the Centre and state government have consistently maintained there will be no interference from their side in land acquisition (for SEZs)," Deshmukh said in the Upper House.
India's great rush for SEZs
"It is up to the developer (of SEZ) and the farmer to sit and decide among themselves. Until the farmer is satisfied nothing will proceed," he added.
The chief minister said the state government has only notified the land for SEZs and farmers would get the market price of their land.
He said no agricultural land would be sold and there would be proper rehabilitation.
The CM was replying to a special mention by PWP MLC Jayant Patil who said the government was helping in land acquisition for Reliance SEZ in Raigad, where farmer were protesting.
Other members, including Diwakar Raote and Madhukar Sarpotdar of Shiv Sena and Sanjay Dutt of Congress, also raised the issue in the House.

Shukla P Sen Posted this ItemOne WeekThis report deals with some of the things that I haveseen, and with some of the events that I have takenpart in, during the week starting on Monday 12th 2007.
If it seems too long please remember that compellingreasons make it so. The feeling of terror thatNandigram evokes is one reason. That terror isnatural. But it is no reason for forgetting thatterror exists elsewhere as well. It exists in Singur, for example. The report therefore begins with Singur. I visited Singur on March 13th. The place is50-minutes away from Kolkata. It is easily reached bycar. One goes along a National Highway that headsnorth out of the city, towards places beyond Singur.Gopal Nagar is the first mouza in the district thatyou hit after you get off the highway. It looksprosperous. A main road runs through the middle of thevillage. Many ponds lie on either side of the road. There are many pukka houses. I would be happy to livein one of them. We stopped for water and tea at one such house. Itbelongs to the Koley family. Ratan Koley is (or was) aschoolteacher. His wife Mayarani greets us. She ledthe first protest against the move to locate a moderncar plant in Singur. The entire family is involved inthe Andolan against giving up land for industry. Thewomen of Singur are at the forefront of the protestagainst land acquisition. Medha Patkar has described Singur in a recent DailySouth Asian article. I can, with one exception, confirm that description. For Haradan Bag was dead. The events that started in May 2006, events over whichhe had very little control, had led him to take hisown life. We visited the Bag home in BeraberiPurbapara. The para is a relatively poor part ofBeraberi, the mouza that lies just beyond GopalnagarWe reached the Bag household between 3 and 4 pm. Thewidow was prostate with grief, lying on a bed in adarkened room adjoining the veranda on which Haradanbabu had consumed the pesticide that killed him. Alittle girl (may be her grand daughter Payel) lay fastasleep by her side. The widow's eyes were closed. Butshe was not unconscious. She kept on repeating onephrase "Amra kee korbo?" (What shall we do?), over andover. We asked her relatives about her behavior. Theyhad to use force repeatedly to restrain her from goingout of the house in the direction of what used to beher husbands field. She would do so even at night. Therelatives did not seem much troubled by her behavior.A local doctor, they said, had told them that thewidow's behavior was not at all uncommon for someonein that situation. Earlier on, we had been to see the Bhui family. Theyhad lost a young son Raj Kumar (aged 22 I believe)some months ago. Raj had been beaten severely withlathis, and I do not know what else, when he went outto attend a meeting at night. He had returned home tosleep, got up as usual, went to bathe and collapsed. He was dead by the time medical attention arrived. We attended and spoke at several Shok Sabha's forHaradan Babu. Little white monuments were thecenterpieces of all the Sabha’s. They all carried thesame message "Haradan Bag, we will not forget you."The last Sabha was held in an open field just by theside of the wall enclosing the part of Singur that thevillagers no longer own. There were plenty ofuniformed, armed guards around, within the enclosureand on a watchtower. There was no communicationbetween them and us. The Sabha, which was conducted asall such rituals usually are, needs no comment fromme. But the very impressive women that I met throughoutthe day certainly do deserve comment. They spokeopenly and vigorously about their agitation. Theydescribed how the police had assaulted them. When theyreached the part where the police tore their blousesoff, they mimed what had happened, holding their ownhands close together in the middle of their chests, and pulling them apart violently. "What animals theyare," was all that they said then. They pointed outthat some of the police wore Hawai Chappals saying"Have you ever seen a policeman on duty with hawaichappals? They were the CPM’s cadre bahini, notpolice." Wednesday March 14. Kolkata is gripped in a largenumber of very quickly organized processions. Peoplesquatted on the road, in protest against the State. The State had ordered its police to kill people inNandigram. The killings were incidental to the mainobjective of the operation, which was to enforce therule of law; if the state had been the USA, thekillings would have been called “collateral damage.”There had been no rule of law in Nandigram, after thebrutal fiasco called “Land acquisition, West Bengal,2007,” had erupted there in early January. Strangely, the same State did nothing to us when webroke the law, openly, in Kolkata. I squatted alongwith many others in the middle of Jawaharlal NehruRoad, in the heart of the city, from before 5 pm toaround 6. 45 pm. No policeman prevented us from doingthat. They even assisted us. They were very polite:“Sir, please sit a little on this side so that thereis some space for cars etc. to move.” I pointed thisout to Anuradha Talwar who said "Maybe, they have hadenough blood for a day." I replied, "Not so. They arethe pipes for blood to flow, to the people who ruleus." Policemen, In West Bengal, obey every order theyget, verbal or written, constitutional orunconstitutional. They complain vociferously - inprivate while they are in service, and sometimespublicly, after they retire. They are machines atbest, mercenaries at worst. Take your choice. We had marched to J L Nehru Road along two other majorcity streets. We started from Wellington Square, whichis to the East J L Nehru Road, at 4. 30 pm. We marcheddown the middle of both streets. We were disruptingtraffic, in a major metro and doing it during a peaktraffic period. The State was silent. The people onthe street watched us in silence as we marched insilence. They did not seem to mind the disruption thatwe caused. We carried a vivid banner showing BuddhaBhattacharya obsequiously shaking hands with a smilingRattan Tata. Both men were on top of a mountain ofhuman skulls. Try to imagine us doing that inNandigram, at the same time, far away from urbanIndia, its media and its people. Something else happened on that day. The Governor ofWest Bengal released an official statement on thehappenings in Nandigram. He said, in part, that thehappenings "have filled me with a cold horror." I wasvery struck by that, and by the whole statement. Overa month ago, the Governor had promised us (meaningSamar Bagchi, Sujato Bhadra, Aditi and Sumit Choudhuryand myself), when we went to Raj Bhavan to meet him(Mamata Banerjee was on hunger strike then; MedhaPatkar was confined, along with several other people,to a guest house in Chandra Nagar and prevented fromgoing anywhere near Singur) that he would do all hecould. He said, very eloquently "I will saturate myconstitutional role." He had lifted both his arms ashe said those words. His eyes looked very serious. The Governor had kept his word. What about theelectronic media, at the national level? I watchedNDTV before going to bed. They have a "most importantevents" list, or something like that. The list had 8things in it, but nothing from West Bengal. One personis killed in Gujarat and that makes the list. Many diehere and the event is not recognized. I guess WestBengal has joined the country's North Eastern statesas part of India that the mainstream need not careabout. The Central Govt. certainly does not care about it. Ithas to rely on the support of the left. It istherefore obliged to let the warlords of the left dowhat they like in their own territory. March 15th. Another day of meetings and processions, including one by the Buddhi Jeevi people. They ask meto attend their Press Conference at the Kolkata PressClub, at 3 pm. I think, however, that Nandigram is theplace to be active in, and spend some time convincingpeople that we need to go there, fast, if possible onMarch 17th. The 16th is out because there is an allBengal 12 hour Bandh. A telephone call brings the dreadful news that lots ofpeople, including children were brutally murdered atthe Bhanger Bera Bridge. The bridge separatesSonachura from Khejuri, and also separates the peopleopposed to the SEZ from the CPM’s cadres in Khejuri. Ithink of relaying this to the Governor, but decide notto do so till checking further. I arrive late at the Press Club. The atmosphere isextremely tense. Lots of people are there in a verysmall room; lots of speeches are made, by people fromthe theater, literary and cinema world; lots of peopleannounce their resignations, from various Governmentsponsored Academies. The Press meet is followed by amarch towards the Esplanade, and a public meeting.More speeches are made there. More constructively, money is collected for the people of Nandigram. Thepeople of Nandigram need money and medical help invast amounts. The Presidency General Hospital inKolkata also needs lots of blood for the wounded ofNandigram who have been shifted from Nandigram toKolkata. Once the meeting ends, I go to the College Squareoffice of the National Alliance of People’s Movementshoping that they will agree to go to Nandigram. Theyhave other plans for the 17th. But a team from Dilliconsisting of B .D. Sharma, Arun Khote, D. Thankappan,Medha Patkar and other people will be coming on theevening of the 16th and going to Nandigram on a factfinding trip the next day. I am asked to accompanythem, and I agree. March 16th. There is a 12-hour Bandh. I stay at home, getting ready to go to Nandigram early the next day. March 17th. A phone call from Devjit wakes me up at 4.30 pm. I think, “Good, we are going to start early.”Not that early, alas because it is past sunrise whenthe van finally picks me up. We reach Nandigram by 9pm. The drivers are very good; so is the drive. First Stop: Nandigram hospital. It is not a hospitalat all but a small cluster of small, one-storybuildings located on a compound just off the road intotown. The wounded are in a new looking block. A largecrowd is waiting for us. They accompany us into theward; the two guards by the gate are powerless. Thewardroom is clean; there are no people on the floor asone sees in all big public hospitals in Kolkata. Ispeak a little, and listen a lot, to the wounded, justas all the other team members do. I shall be doing alot of both things till midnight. The notes that I kept of the day start with A. M. Sheis 35, and has two girls

The team expressed their strong will and desire to go to Nandigram and sought for security escort or necessary police protection to enable the team to proceed for Nandigram immediately.3) The District Magistrate, Purba Medinipore, however, flatly refused to entertain any such request for rendering police protection to the team on various counts or grounds saying that the District Magistrate, Purba Medinipore is not a party in the writ petition and that the said District Magistrate, Purba Medinipore has no legal or moral obligation to entertain any of the requests on the subject. Then the District Magistrate, Purba Medinipore advised the members of the team not to go to Nandigram on the ground that seeing the members of the team the people of Nandigram may be charged thereby there will be apprehension of breach of law and order.4) All persuasions made by the team for allowing the members of the team to go to Nandigram failed.5) At about 8.30 PM the team went to the office of the Superintendent of Police, Purba Medinipore but in the said office of the Superintendent of Police, Purba Medinipore no one was present. The night guard also could not provide the team with any information as to where the Superintendent of Police, Purba Medinipore will be available or telephone number either of the office or residence of the Superintendent of Police, Purba Medinipore. Mrs. Anurada Talwar from her own sources after making several calls could get mobile phone number of the Superintendent of Police, Purba Medinipore and tried for several occasions to talk to the said Superintendent of Police, Purba Medinipore but the said Superintendent of Police, Purba Medinipore did not pick up the telephone on any occasion.6) Then the team proceeded for Tamluk Sub-Divisional Hospital. The team could get the following informations from the hospital -i) All together 36 persons both male and female were admitted with bullet injuries, head injuries and different types of other severe injuries. Four police personnel were also admitted in the hospital but in the said hospital record there is no mention as to the nature of injury allegedly suffered by such police personnel. From records it could be ascertained that few patients have been referred to the PG hospital and 4 police personnel have been referred to Nilratan Sarkar Medical College and Hospital. The members of the team then were allowed by the hospital authorities to talk to the patients and a few numbers od the tem entered into the ward where the victims of the incident narrated the entire episode as to how and in what manner such persons were subjected to indiscriminate, reckless firing committed by both police personnel and the goons of the rulling political party.ii) Then the team could ascertain that several bodies have been brought dead in the hospital and such bodies have been kept in the morgue. Some bodies have been claimed by the relatives but there were still some bodies which were not claimed by the members of family of the deceased victims. In the Sub-Divisional hospital the team could find that a CBI team headed by Sri B.B. Misra, Joint Director of CBI, already arrived there to conduct investigation in terms of the order of the Hon’ble High Court. Then the team at about 00.30 AM left the Tamluk Sub-Divisional Hospital and then stayed at Tamluk at night. In the morning on 16.03.2007 the team preceded for Chandipur Police Station. At about 8.00 AM the team could reach the Chandipur Police Station where the team could meet Mr. Kalyan Banerjee, Additional Superintendent of Police in Charge, Purba Medinipore. The said Additional Superintendent of Police in Charge in a diplomatic way told the team that being a police officialthe said Additional Superintendent of Police in Charge should not say that the team should not go to Nandigram in violation to the Constitutional guarantee but the said Additional Superintendent of Police in Charge advised the team not to go to Nandigram in the same and similar tune and version of the District Magistrate, Purba Medinipore. The said Additional Superintendent of Police did not receive the copy of the order of the Hon”ble High Court on the alleged ground that the said Additional Superintendent of Police is not a party to the writ petition. The team told the Additional Superintendent of Police that the team will convey the decision of the team after sometimes and accordingly after about 45 minutes the team intimated the said Additional Superintendent of Police in Charge that the team has taken a decision to go to Nandigram. After communicating the decision of the team to go for Nandigram at about 10 AM the team started for Nandigram and could reach atNandigram Hospital at about 10.45 AM.iii) In the hospital at Nandigram which is a Primary Health Centre the team could ascertain that all together 69 persons (male, female and children) have been admitted in the said hospital. Several cases of bullet injuries and various other injuries due to blasting of tear gas shell and hand made bombs have been recorded in the record. A few cases of rape by the police personnel and other persons have also been reported by the victims to the hospital.iv) The team could find that the hospital do not have any facility for rendering treatment to the victims. The members of the victim family were waiting outside the hospital are all trauma stricken. A deep sense of frustration was prevailing in the entire hospital compound at Nandigram. The patients have not been provided with food and minimum medicines which they require. There is no ambulance in the hospital and one ambulance provided by some NGO is not functioning properly. The Block Medical Officer of Health admitted that thre is an acute problem for transportation of the victims to Tamluk due to shortage of ambuance and vehicles.7) At about 2.30 PM the team proceeded for Sonachura which place is situated at about 20 Kms. from Nandigram Hospital. On their way to Sonachura the team could find thousands of persons were sitting on the road or assembling jointly in some areas.Upon seeing the team reaching the area all the villagers started narrating their story as to how and in what manner the poor villagers have been subjected to torture by the police and the murderers of the ruling political party. The nature of allegations made by the villagers is as follows:i) On 14.03.2007 the villagers assembled near Bhangabera which is a bridge connecting Nandigram and Khejuri. At Bhangabera. the villagers of both the communities were offering prayers to God and the gathering for offering prayers to the God were comprising of women and children mostly. All on a sudden the police personnel without any notice to the villagers proceeded towards the the villagers offering prayers and without any notice started indiscriminate firing of rubber bullets, killing bullets and tear gas. Several persons were killed at the spot by such indiscriminate police firing. Just after opening of the fire of the police upon the gathering the villagers were trying to escape to a secured place and such villagers were surrounded by the murderers of the local political party who were also in uniform but sandle in their feet and fully armed with local made arms and ammunitions. Children were murdered indiscriminately; bodies have been thrown to nearby Chunibuririver. The children of Primary Schools at least 8 in numbers have been killed by the murderers and then all those children were buried in a particular place near Bhangabera area. The police and hooligans then ransacked the huts of the villagers, indiscriminately fired the residential huts of the villagers and captured upto the village Sonachura and the adjoining villages. The team could find that a good number of persons who have received various kinds of injuries including bullet injuries not less than 100 in numbers, receiving such bullet injuries are in their respective huts in their village. Such persons could not dare to go to hospital because of threats perpetrated by police and the murderers of the political party. A good number of women have complained that they have been raped, sexually abused and molested by police personnel and the murderers of the political party. The team could ascertain a good number of persons not less than 60 in numbers still remainuntraced. The exact figure as to the particulars of the untraced persons could not be ascertained because villagers of some villages could not return to their home so as to ascertain as to how many members of persons are remaining untraced. The team could ascertain that the CBI team reached Bangabhera for the purpose of investigation. The team could not ascertain the exact numbers of victims of killing, rape, injured and untraced.ii) The team returned to Nandigram Hospital at about 8.00 PM to start for Kolkata. This brief report is supported by the statements made by the victims recorded by the members of the team personally and also the video clippings and footage.8) Observation of the team from the trend of statements made by the victims of the incident and the villagers in general.i) The people of Nandigram have been subjected to torture by the police and the political hooligans in a concerted way;ii) The villagers, the police have started operation at the first instance for mass killing and the job has been completed by the murderers of the political parties. The peaceful movement of the people of Nandigram to oppose acquisition of land and/or for establishing Special Economic Zone by the State Government under the approved scheme of the Central Government has been sought to be broken and/or demolished by the ruling political party in aid and abatement of the police and the local administration.iii) A good number of persons have been killed in the action. The exact number of the dead persons, untraced persons, victims of rape and the persons who have been severely injured could not yet been finalized because the villagers of Adhikari Para, Sonachura and the adjoining villages could not return to their respective huts as yet.iv) The administration have shown their total callousness in securing minimum force for providing medical assistance and for building up confidence upon the people of Nandigram.vi) The indefinite attitude of the District Magistrate, Purba Medinipore, Superintendent of Police, Purba Medinipore and the other functionaries of the Purba Medinipore administration clearly suggest that those officials have had their definite knowledge and participation in the whole operation of causing indiscriminate firing upon the people of Nandigram.vii) There is no presence of administration at Nandigram either through the District Magistrate, Purba Medinipore, Superintendent of Police, Purba Medinipore or the other administrative persons.viii) The dignatories indicated in the order of the Hon’ble High Court to the best of the information received by the team include Mr. Lakhman Seth, the Member of Parliament who is personally responsible for the incident of this mass killing. Informations have collected by the team to the effect that Lakhman Seth deployed professional murderers to commit murders of the villagers at Nandigram and that police started the operation but the rest of the operation has been conducted by the professional murderers engaged and deputed by Lakhman Seth, M.P. and the functionaries of Haldia Development authority and the local CPIM murderers at Haldia.ix) CBI team conducting investigation may not be successful in unearthing each and every incident of murder, kidnapping, rape and other various kinds of offences in its meticulous details because that CBI team do not have sufficient and adequate expert officials of the CBI and the team constituted by CBI is a skeleton team and is too inadequate to conduct investigation over the incident at Nandigram occurred on 14.03.2007.

They chanced upon Sahadev Pramanick (30), who had raped at least two women. The CPI-M activist from Gangra, Sonachura, left the village after the first spell of violence in January and sought refuge in a party camp at Khejuri. Last evening, whilst trying to sneak into Sonachura along with four accomplices, he found himself captured. Pramanick admitted to two rapes, including that of a 13-year-old girl. “At least 17 girls were raped inside a deserted house near Bhangabera on 14 March when police opened fire near a bridge. The victims were dragged into the house of Shankar Samanta by CPI-M cadres,” Pramanick said. Samanta had been burnt alive by villagers on 7 January and his dwelling since then lay vacant.CBI officials have visited it, collecting pieces of torn cloth, bangles and undergarments. It was also stained with blood. Villagers had heard women forced into the house cry out in agony but there were CPI-M goons guarding it. Haldia’s sub-divisional police officer, Mr Swapan Saha, said if the CBI wanted Pramanick for interrogation, he would be handed over to it. ----------------------------------------------------------B.http://www.thestatesman.net/page.news.php?clid=6&theme=&usrsess=1&id=150390CBI probe: Witnesses fear retributionStatesman News ServiceNANDIGRAM, March 20: Eyewitnesses of the Nandigram carnage declined to depose before a special team of CBI officials today owing to reported fear of being attacked later by CPI-M cadres.A eight member team of CBI officers led by special director Mr ML Sharma, who had come from CBI headquarters in Delhi went to Nandigram today to inspect the spot and get a first hand account of the carnage. Joint director Mr BB Mishra who was heading the investigation till date was also in the team to assists Mr Sharma. The team first went to Bhangabera, to inspect the spot where police and CPI-M goons had opened fire on the villagers on 14 March. Still photographs and video footings were taken where officials had earlier found bodies, blood stains and other evidence. The team however failed to get any first hand account of the villagers as the eyewitnesses evaded the question posed by the officials and declined to dispose before them. The team enquired with several people who had gathered at the spot today, but no one came up. The officers then visited some houses on the banks of Talpatty canal which were attacked on Wednesday last. The residents however divulged nothing. The villagers just revealed that they were being threatened for passing on information to the CBI by CPI-M cadres. Bombs are being hurled regularly from across the canal.Women who go to the field to graze their cows are being shown guns and threatened. At night the CPI-M goons flash searchlights from the other side of the canal just to show their presence. The CBI team however found some eyewitnesses in Adhikaripara and also took a first hand account of some victims, including women who were molested. The women were asked if the men who had molested them were wearing police uniforms and whether they were known to them earlier. The team also went to Nandigram and Khejuri police station to inspect the arms and ammunition which have been seized earlier by the CBI officers. Mr Sharma said “I have just come to assist Mr Mishra and the other officers and not for any investigation.” A ten member CID team also visited Nandigram today to start investigations into last Wednesday’s massacre.----------------------------------------------------------C.http://www.thestatesman.net/page.news.php?clid=6&theme=&usrsess=1&id=150391Cops depart but trauma remainsStatesman News ServiceNANDIGRAM, March 20: Simmering tensions and anxiety engulfed people from trouble-torn areas in Nandigram although the state government officially declared that no land will be acquired here for industrialisation. Many people are still missing and many others are homeless. As lives limped back to a semblance of normalcy, police moved out today from two camps, to the relief of villagers. Police camps at Sonachura and Gokulnagar were removed to Bhangbhera and Tekhali in Khejuri on the other side of Talpati canal. About 1,000 policemen were deployed at Sonachura and Gokulnagar camps after the mayhem on 14 March. Thanks to CBI scare, CPI-M cadres left Sonachura and Gokulnagar and the villagers could return back to their homes in these areas.Since then policemen had to bear the brunt of curses and abuses of villagers. Mrs Suhasini Mondal, mother of late Pushpendu who died in the 14 March carnage, said: “The protectors of law have turned into murderers. Don’t police have children at their homes?”Trinamul leader Mr Shubendu Adhikari addressed meetings at Maheshpur and Sonachura today. He said: “I feel sorry for the victims of the carnage on 14 March but our movement does not end at a declaration of state government only. The CPI-M cadres and policemen who committed this heinous crime must be punished.”Leaders of Bhumi Uchhed Protirodh Committee are now preparing a list of missing people who are feared dead already. As per the list, 25 people from Sonachura and 37 from Gokulnagar area are missing while similar reports of other villagers in the trouble-torn areas are yet to be completed. Many people were seen searching from their relatives and asking leaders if they know their whereabouts. Mrs Shankari Das thanked God when she found her 11-year-old daughter Deepa, who ran six miles to escape killers’ clutches, safe. Others may not have been as lucky, villagers said. The other side of Talpati canal, Khejuri, has been deserted by CPI-M cadres following the raid of CBI at Majanani brick kiln to arrest 10 people with arms who were allegedly CPI-M cadres. However, protesters of Nandigram believes that once the CBI team completes its job here and leaves the area, the CPI-M would certainly inflict a fresh round of attacks. The Bharat Sevashram Sangha has been offering meals to 1,000 homeless and penniless villagers at Sonachura relief camp over the last three days. The officer-in-charge of Nandigram police station, Mr Sekhar Roy, was today replaced by the district police administration and Mr Partha Sanyal, the officer-in-charge of Mahishadal police station, was appointed in his place. Mr Sanyal will take charge tomorrow. According to a senior district police officer, Mr Roy had applied for leave to go on a training. “He wanted to go for training for higher ranks and the leave was granted today,” said the officer. Meanwhile, state women commission chairperson, Ms Jasodhara Bagchi visited the Tamluk Sadar Hospital and Nandigram Block Hospital today and spoke with the injured victims of the violence that took place at Nandigram on 14 March. She, however, declined to comment saying it would be improper as a CBI probe was on.

National Alliance of People’s Movements (NAPM) Report on Nandigram Violence, March 14, 2007

National Alliance of People’s Movements (NAPM) Report on Nandigram Violence, March 14, 2007

It is shocking and shaking news from the people of Nandigram that the state of west Bengal has waged a war against them with an intention of occupying their farm land, fish ponds, homes and hearths. In spite of the rhetorical statements by the Chief Minister of WB that he would consult and convince the people, the State government claiming to be leftist by ideology, has resorted to brutal and barbaric way of using police force and party cadres to attack the unarmed, non violent farmers, fish workers, labourers and artisans in the district of East Midnapore for grabbing their land. The people from generations old communities who have a golden history of freedom movement and martyrdom are being not only forced but killed by the “free Indian state” which is shameful for the Indian democracy and its people.

As per the latest information, thousands of Police on entering the area, this morning, started firing, and 20 at least are found killed while hundreds are wounded lying on the street. Police are forcibly taking away the dead bodies. Women are at the forefront and have faced the attack the most. Children and men along with women are on the streets coming out of homes and villages to stop the brutal State and Party forces who are trying to take the territory under siege for SEZ with MNCs. We are also informed that media persons were stopped from witnessing the brutal atrocities while two media persons from TARA News are said to be missing.

This is obviously a planed action since even last month when 4 meetings attended by over 20000 people was held, there was news that the CPM would launch its attack soon after the school exams were over. Women and men who continued to keep watch day and night were most worried expecting the armed attack and asked whether their non violent approach would work. Since yesterday, there was a fear and a threat of an action using thousands of Police and CPM Cadres, armed and prepared to forcibly occupy their land and the territory. The public statement to this effect was made by none else but Shri P.R.Roy Secretary, Home Affairs and Raj Kanojia IG- Law and Order, state of West Bengal. The opposition in WB, during assembly session, had demanded a dialogue to start immediately and not to resort to State violence.

The news is that the firing and violence is still on and the people also have not given up. The intellectuals in west Bengal have come out in support of the struggling farmers and others and there is a need that the same happens in all the states. Imposition of industrialization, with or without SEZ, as also real estate development is to kill farm land and farming as a way of life. But Nandigram and Singur show that the corporotised stae does not mind even mind killing people to make way for the Multi National Corporations.

This brutal attack must be immediately condemned and CPM must be compelled to stop murdering farmers immediately. Such state fascism and corporate war against people can’t and must not be tolerated.

What happens in Nandigram and West Bengal is to decide the fate of lakhs of farmers, fish workers, labourers, artisans who voted for left front but now are in unprecedented battle for survival.

We demand that the Union of India and UPA through the PM, Sonia Gandhi and others must immediately intervene and use various restraining measures in their hands to compel the CPM government to stop the murderous attack.
Legal action must be taken against all responsible for the killings including the CM, West Bengal
We expect that the National Human Rights Commission will send a team for urgent enquiry and take action. We assert that SEZ Act should be repealed and projects with conflict between the state and the people should be put on immediate hold across the country. An enactment on Development Planning, based on the draft submitted to the National Advisory Council under the Chairmanship of Smt. Sonia Gandhi should be taken for consultation with people’s movements and approved.
We appeal to the eminent and concerned citizens and people’s organizations to condemn and protest against the inhuman imposition of projects in the name of development.

Biman rhetoric fails to convince allies

Biman rhetoric fails to convince allies

Uday Basu
KOLKATA, March 25: Even as the CPI-M leadership, including its state secretary, Mr Biman Bose, steps up its anti-judiciary rhetoric on the Nandigram massacre probe, its partners in the Left Front are not convinced by the “desperate” exercise.
LF leaders today said their parties are yet to formulate their stand on the CPI-M’s “assessment” on the so-called judicial activism in ordering a CBI probe into the mayhem at Nandigram on 14 March.
But they believed it was wrong to expect the court to sit tight when redressal was sought on the specious plea that a Supreme Court Bench was still considering the scope of the court in adjudicating such cases as was being argued by Mr Bose and the Speaker.
Finding the chief minister’s public rating plummeting to sub-zero levels over the Nandigram firing, the CPI-M leadership mounted a huge damage-control exercise.
It first fielded its cat’s paw, transport minister, Mr Subhas Chakraborty, to question the Governor, Mr Gopal Krishna Gandhi’s “right” to publicly express his anguish over the massacre. There wasn’t any response from Raj Bhavan to the contemptuous attempt as the Governor must have found it beneath his dignity to engage in a war of words with a minister known for the flip-flop nature of his decisions. But the CPI-M leadership found in a raucous debate on the powers of the Governor a handy ploy to divert public attention from the main issue.
It was then the Speaker’s turn to put his weight behind the government stand. He used not his chair, but his chamber within the august Assembly precincts for his fulmination against the Governor and the High Court. This time the Governor responded with his characteristic sobriety by offering a bouquet to the Speaker along with a pithy defence.
The Speaker immediately went on the defensive and clarified he had high regard for the Governor, whom he described as “an excellent man and scholar”, but at the same time felt “with all humility” the Governor’s statement had let itself be dragged into litigation. The CPI-M state secretary then used his party meeting to continue the tirade against judicial activism.
A LF leader said at this stage he felt neither the Governor nor the High Court need any prompting from any quarters about their respective jurisdictions.
